No. Penang Bridge and 2nd Bridge prohibit pedestrians and cyclists. Use the ferry if you want the experience of crossing without a car.

It's the only bridge with direct access to the airport and Bayan Lepas industrial zone. Morning rush 7-9am, evening 5-7pm. Plan accordingly or take 2nd Bridge.
