No - it's unusual but not rude. Locals rarely tip, but in tourist hotels and upscale restaurants staff are used to it. Tipping small amounts at hawkers (RM1-2) is uncommon; staff may refuse politely. Don't insist.

Most mid-range and upscale restaurants add a 10% service charge on top of the bill. If you see it, no extra tip needed. If not, tip 5-10%.
